Abstract

This research aims to describe and analyze the collaborative governance process in the implementation of the Uninhabitable House (RTLH) Rehabilitation Program in Mojokerto Regency. Poverty and limited access to decent housing remain crucial issues that the regional government cannot resolve independently due to fiscal constraints. Utilizing a descriptive qualitative method with a case study approach, this research analyzes primary data derived from interviews with government agencies, Regionally-Owned Enterprises (BUMD), the National Board of Zakat (Baznas), private sectors, and beneficiaries, as well as secondary data from regulatory documents. The applied theory is the collaborative governance model by Ansell and Gash (2008), which encompasses starting conditions, facilitative leadership, institutional design, and the collaborative process. The results indicate that multisectoral collaboration has been operating effectively, evidenced by the successful rehabilitation of 618 RTLH units in 2025. The initial budgetary constraints were successfully overcome through the responsive, facilitative leadership of the Regent and the Department of Public Housing, Settlement Areas, and Transportation (DPRKP2). The institutional design is reinforced by formal Memorandums of Understanding (MoUs), while the iterative collaborative process successfully mobilized cross-sectoral resources and community mutual cooperation (gotong royong). Nevertheless, weaknesses were identified regarding digital transparency concerning detailed budget allocations, which should be accessible to the public in real-time
