Abstract

This article explains the strengthening of inter-agency Electronic-Based Government System (SPBE) governance toward integrated business processes, data, services, information security, and performance accountability. Using a qualitative case-study synthesis in Ambon City by reinterpreting Smart City research findings as an empirical baseline. SPBE is positioned as the institutional development of smart city initiatives, shifting digital innovation from sectoral applications of documents, interviews, observations, and focus group discussions, the study shows that e-signatures, IETPD 96%, QRIS, Command Center 112, OMI Channel, digital libraries, One Data, waste banks, and Sound of Green provide initial integration assets. However, data interoperability, cross-agency standards, digital human-resource capacity, and technical regulation must be strengthened.
